Control systems, such as traffic signal systems and freeway management systems, play a central role in the intelligent transportation systems (ITS) program. While such systems provide benefit individually, their full benefit is not achieved until they are integrated regionally. Regional integration enables the systems to share information, allowing officials to manage the entire regional transportation system. Planning, designing, and developing integrated systems calls for engineers to make sound computing decisions. The two critical areas in these decisions are the systems architecture and open systems design. For example, in ITS, a sound regional architecture is needed to guide engineers in fitting individual systems into a regional context. In addition, individual systems must possess documented, publicly available interfaces. This paper addresses these aspects of computing and provides an example of developing integrated regional ITS.

The electricity market, together with its internal and external environment, forms a complex adaptive sociotechnical system, which consists of a large number of heterogeneous in nature elements. This makes it possible to consider the electricity market system as a complex artificially created integrated system. Using the system approach, the decomposition of the electricity market system as a complex integrated system with market, infrastructural and institutional components is performed. The tree of decomposition was constructed, subsystems of the system were identified and their nature was revealed. Flows created in the subsystems were delimited according to the laws and principles on which the subsystem is organized and functioning. The subsystems responsible for construction, functioning and development of the system have been allocated. Their purpose, temporal and spatial organization was determined. Given the complex nature of the system in question, the number of decomposition levels was deliberately limited to a level sufficient to describe composition, structure and organization of the integrated electricity market system (IEMS). The proposed approach to the decomposition of the integrated electricity market system will be used further to analyze the implementation of innovations in the electricity market system.
